this is hard to explain, cause its a yes and no answer. people are not born with conciences, they develope as they grow, based on the individual's beliefs, upbringing and so on. This may seem a good enough answer but since all people are born with the ability to form a concience, it is kinda for you to decide if a person is theirfor born with one or not.

Concience is telling the difference between right and wrong. A person cannot be born with it, it builds up as the years go by.

There is no such thing in not having a concience, everyone has one, weather good or bad.

For example, i think that murdering is a natrally wrong thing for humans.

What if a baby killed somebody, they don't know any better.

if a baby were to kill someone, i realy doubt it would be premeditated or out of rage.  If a baby were to kill someone the baby would probable be unaware of what they had done.  Most children dont comprehend the concept of death till they are 5 years old or so.  My aunt recently died, and my little 3 year old brother didnt understand that she was dead, even at the funeral he didnt get it when he saw her body, so i dont think that a baby could even have the capability to purposly murder someone.

Thats because they haven't lived long enough to learn any sences.

you cant murder someone if you dont understand the concept of death.  Its like trying to do algerbra with out knowing how to add diveide and multiply.

You don't have to have muscles to pull a trigger , besides, thats not the point.

babies are mentaly incapable of planning a murder.

A Baby has a gun in his hands, he pulls the trigger. He doesn't know what he has done. You can't plan that at all, its one of those things that just happens
